Beyond the EU, REACH is becoming the world standard for chemical regulation.
Korea, Japan, China and Turkey recently adopted regulations like REACH without any direct legal liability.

Prior to 2008, the chemical industry in Turkey has very few rules and restrictions were operating under a very light regulatory regime. After Turkey's future membership in REACH provided and demand for light, Turkey began to adopt a series of regulations to implement EU chemicals legislation. Examples of such laws include the SAE (CLP Regulation), namely the Regulation on restrictions on the production, marketing and use of certain hazardous substances and preparations (26.12.2008 / 27092) and the SAE, namely the Safety Data Sheet Regulation (26.12.2008 / 27092) Regulation.
However, both Laws represented only the late transposition of the old repeated EU legislation, EC Directive and the 99/45 / EC Directive in the case of SAE; Directive 76/769 / EC in the case of SAE (now reaches annex XVII) and oirective 00186 / EC (now reaches annex 11). Such legislation, though important in terms of Turkey's EU chemical regulations and procedures to help create an appropriate chemical legislation standards, it was not the equivalent of the REACH reform. However, the Turkish Regulation, KEK / CICR or chemical / chemical inventory and control / Cliemicals invention and control Regulation (28.12. 2008/27092), which most closely reflects the REACH framework.

KKDİK (Turkish REACH) covers manufacturing, placing on the market or use of the substances on their own, in a mixture or in an article and placing the mixtures on the market. Save where KKDİK (Turkish REACH) provides otherwise, any manufacturer or importer of a substance, either on its own or in one or more mixture (s), in quantities of 1 ton or greater per year shall offer a registration to the Ministry of Environment through Chemicals Registration System in the website of Ministry. all SEA (Turkish CLP) notifications and Pre-SIEF registrations (known as pre-registration) and registration work needed to submit a successful registration dossier to Turkey Ministry of Environment.

 KKDİK (Turkish REACH) Key Points

lisam Unless otherwise specified in KKDİK (Turkish REACH), the manufacturer or importer who manufactures or imports the substance in its own form or in the mixture one or more tonne per year applies for registration to the Ministry of Environment through the Chemical Registration System on the website of the Ministry.
lisam KKDİK (Turkish REACH) is based upon the principle that manufacturers, importers and downstream users should ensure that they do not adversely affect human health or the environment in processes such as manufacturing, placing on the market and utilizing chemicals.
lisam According to KKDİK (Turkish REACH), the responsibility of managing the risks of the substances belongs to the real or legal persons who manufacture, import, market or use these substances within the framework of their professional activities.
lisam Produced in Turkey or imported into the country, registrations of chemical substances within the scope of the KKDİK regulation (Turkish REACH) will submitted through the Ministry of Environment and Urbanization's online Chemical Registration System (CRS).

a) substance identity according to Annex-6; b) Role in the supply chain
